Abstract

Background. The purpose of the study is to consider the process of the management system formation of state-owned agriculture in the 20s – early 30s of the 20th century, to identify its most common characteristics and features. The relevance of this publication is due to the need to create a holistic view of the formation of the USSR state farm system, which cannot be done without affecting this period of history. Materials and methods. In the course of the study, we used decrees, resolutions, directives of agricultural management bodies in the study period, and other materials and publications that allowed us to form an idea of the organization of the state farm management system during the NEP period and the beginning of Stalin’s modernization. The methodological basis of the research is primarily based on the basic methods of historicism, objectivity, and consistency. We also used methods that reflect the essence of the ongoing process in the time period under study-chronological, comparative-historical, and system analysis. Results. In the course of the study, the organizational process of creating a system of management of state-owned Soviet farms in the period of the NEP and the early 30s was considered, and the main common features and patterns of this process were identified. Conclusions. The conducted research allows us to conclude that the management system of state farms in the USSR in the period under review was mainly formed and met the requirements of the time. This process was quite difficult and contained miscalculations and mistakes, as the management was looking for the most effective ways to manage agriculture in general and state farm construction in particular.
